A violent encounter between federal agents and an undocumented man in Houston has sparked a fierce legal battle, centering not only on the victim’s injuries but on the fate of the men who watched it happen from the back of a police cruiser. Miguel Parra Hernandez was seriously injured after being struck by an Immigration and Customs Enforcement vehicle during a pursuit last Saturday. Now, attorneys and civil rights advocates are sounding the alarm that key witnesses to the event may be deported before they can testify, effectively silencing those who saw the crash unfold from inside the agency’s own transport vehicle.
Among those detained was Luis Delfín Enríquez, a small business owner who his family says was on his way to breakfast when he was apprehended. His sister describes him as a pillar of the community who was already in the process of obtaining his green card. According to Cesar Espinosa of FIEL Houston, Enríquez and another handcuffed passenger had a front row seat to the moment Parra was run over. This creates a precarious situation where potential witnesses are currently under the control of the very agency being accused of misconduct, leading advocates to plead for their protection against deportation until justice is served.
The severity of the incident has drawn sharp condemnation from Harris County District Attorney Sean Teare, who stated that available video evidence suggests Parra was struck intentionally. Teare characterized the act as an aggravated assault with a deadly weapon and expressed deep concern over the danger such tactics pose to the general public. While ICE has dismissed claims of intentionality as reckless and false, they have yet to release body camera footage or clarify if they intend to deport the passengers who witnessed the collision.
Adding to the tension is reports that Parra remains under constant surveillance by ICE agents at the hospital where he is treating multiple injuries. Attorneys for Parra argue that he does not feel safe under this guard and insist that his medical stability must take priority over processing paperwork. As investigators dig deeper into whether operational guidelines for body cameras were followed, the community continues to call for transparency and accountability regarding what occurred on that Houston roadway.
